Architectural Review Board
The Architectural Review Board (ARB) duties include advising Planning Commission, City Council, or any other committee established by City Council, while adopting historic or architectural standards and reviewing applications for the designation and boundaries of historic districts. The board also administers the zoning regulations with regard to historic districts, historic overlay districts, and historic structures and landmarks.

Board of Building Code Appeals
The Board of Building Code Appeals considers appeals relating to the separate areas of regulation of the Uniform Statewide Building Code.

Board of Zoning Appeals
The Board of Zoning Appeals (BZA) has authority to hear and decide appeals where it is alleged there is an error in any order, requirement, decision or determination made by the zoning administrator in the administration or enforcement of the Zoning Ordinance. Any person affected by any decision of the zoning administrator is entitled to appeal to the Board of Zoning Appeals. Any person requesting a variance from the provisions of the Zoning Ordinance can also make an application to the Board of Zoning Appeals.

City Planning Commission
The City Planning Commission (CPC) is responsible for the review of land use and zoning matters for the City of Norfolk. The commission makes recommendations on various matters to City Council who are responsible for making a final determination. The Commission is also responsible for the development of the city’s General Plan.

Wetlands Board
The Wetlands Board preserves and prevents the despoliation and destruction of wetlands within the city. It has the power to prosecute all violations and issues permits for use or alteration of any wetlands in the city.
