Auction Rules for Prospective Buyer

  1. AUCTION PICKUP TIME: Pickup for ALL vehicles is by appointment ONLY on Thursday (day of the auction), and Friday (day post-auction). A City of Norfolk Representative will call you on Thursday (day of auction) in order to schedule your appointment. ALL VEHICLES MUST BE PICKED UP WITHIN 4 DAYS AFTER THE AUCTION. Vehicles not picked up within this schedule will be considered abandoned, NO EXCEPTIONS!
  2. PAYMENT: There is a $100.00 credit card deposit required at registration. The funds will be held for 24 hours and released whether you win a bid or not. Cash, VISA, Master Card, American Express and checks are only accepted & must be presented in person, at the time of appointment. If a winning bidder has agreed to pay for a vehicle but does not collect the vehicle within four (4) days, the vehicle will be considered abandoned and will be charged a one-time fee of $100.00 to the bidder’s credit card on file.
  3. INSPECTION & PREVIEWS: We want you to get the best deal possible and encourage you to inspect all items before bidding. If you attend the inspection, please wear a mask and maintain six (6) feet distance from others who may be present. No touching of vehicles will be permitted. Due to the number of items we sell, we do NOT have time to test everything. All due diligence belongs to the bidder. If you have any questions pertaining to a specific lot, please call 757-512-8833 BEFORE placing a bid.
  4. WARRANTY, CONDITIONS & DESCRIPTIONS: All items are sold as-is, where-is, with NO warranties expressed or implied, and there are NO refunds. Please read the description and examine the photos when bidding. If there is any doubt when viewing an item, go by the description, as photographs can sometimes be misleading or otherwise inaccurate. Most importantly, we heavily encourage you to come preview the vehicles/equipment at the designated preview time. Neither the auctioneer nor the seller makes any warranties or representations of any kind or nature with respect to said property.
  5. AUTO-EXTEND BIDDING: Our auctions feature a Simulated Live Auction Experience with staggered closings, auto-extend bidding and bid notifications. This allows items to close at a pre-determined rate of one (1) item per minute. When combined with auto-extend bidding, the closing time of individual lots will be extended when a bid is placed in the last two (2) minutes of the auction. This allows you a chance to place a final bid on an item you may have otherwise missed, and closely simulates the "live auction experience."
  6. PICKUP / REMOVAL: All items must be removed on specified removal dates. Bidder information provided at registration will be used to complete the Bill of Sale and Affidavit of Compliance. No changes will be made to the Bill of Sale or Affidavit of Compliance. The Bidder’s registration used will be the name and address on the Bill of Sale and Affidavit of Compliance.
  7. Bidders are responsible for all costs involved with removal of their purchases & any and all damages incurred during removal of purchases. We do NOT dismantle, disconnect or provide any tools / labor associated with item removal. Repair work on purchase vehicles is NOT PERMITTED within the towing compound (included, but not limited to flat tires, and jump starts). Vehicles may be removed from the lot by driving or towing, but plan on towing in most cases.
  8. When removing vehicles from the lot, proof of ownership (paid receipt) must be shown to City of Norfolk personnel at the gate.
  9. ABANDONED ITEMS: Any items not picked up on specified removal days, may be discarded, removed, resold or stored at the seller’s discretion. When you place a bid and are notified of winning an item, the item is now contractually yours and any fees associated with moving, removing, discarding or collecting payment whether physical or legal are the responsibility of the bidder. Failure to remove vehicles by the specified time will forfeit your rights to the vehicles.
  10. ATTENTION: • The City of Norfolk reserves the right to remove any vehicle from auction. • Failure to comply with all rules will result in being banned from further City of Norfolk Auctions. • The City of Norfolk is not responsible for any arrangements made between a buyer and private contractors. • A key fee will apply to any vehicle that did not already have a key & will be in addition to your winning bid amount to be paid. • Keys made are to work the ignition only; they may not work the doors or trunk. • It is the purchaser’s responsibility to ensure all paperwork received is correct, including Vehicle Identification Numbers (VINs). If any information is incorrect, City of Norfolk personnel will make the appropriate corrections within twenty-four (24) hours. *The City of Norfolk Division of Towing is selling these vehicles under the Abandoned Vehicle codes of Virginia. No titles are provided; however, all necessary paperwork is provided for the buyer to obtain the title from the Department of Motor Vehicles.
