Hampton Boulevard Safety Study
Project News
Currently, we have completed the outreach phase, received the final recommendations from our consultant, and are now moving into the implementation phase.
The project team met with the Larchmont-Edgewater Civic League on April 29th to provide a overview of the project and allow residents to provide input on transportation and safety needs along Hampton Blvd as well as feedback on potential corridor improvements.

Following this meeting, an online survey was launched which was open until May 19, 2024 which received 272 responses. The full survey results can be viewed here.
On July 25, 2024 the project team met with the Hampton Boulevard Advisory Task Force and a second community meeting was held at the Larchmont United Methodist Church on September 30, 2024. During these meeting, the team presented information on potential improvements including scope, cost, expected crash reductions, survey results, and other considerations.
A Final Report was accepted in December 2024. The Department of Transportation is currently planning implementation of several of the recommendations using funding allocated for these improvements.
In response to requests from the residents of Larchmont-Edgewater, the City of Norfolk conducted a study of the Hampton Boulevard corridor from Magnolia Avenue to just south of the Lafayette River Bridge to evaluate the need for a traffic signal at the Hampton Boulevard intersection with Jamestown Crescent as well as other alternatives to improve traffic operations and safety along the corridor.
Focusing on recent crash patterns, existing speeds, and traffic operations, this study evaluated the potential benefits and impacts of potential improvements along this section of Hampton Boulevard. These potential improvements included installing a traffic signal at the intersection of Hampton Boulevard at Jamestown Crescent and the intersection of Hampton Boulevard at Richmond Crescent and Hanover Avenue.
Implementation Status:
Based on the Study, several recommendations are planned for implementation with funding allocated.
- Turn Restrictions on Hampton Boulevard at Jamestown Crescent and Hanover Avenue/Richmond Crescent: Completed February 2025
- Rest in Red Signal Pilot: Under Review
- Landscaping Enhancements: In progress and to be completed by May
- Installation of an additional streetlight at Jamestown Crescent: Under Review in coordination with Dominion Energy

Public Outreach
The first round of public outreach is intended to provide an opportunity for the Larchmont-Edgewater residents and community members to engage with staff to share concerns, ideas, and priorities on how transportation and safety can be improved along Hampton Boulevard.
