Our electronic collection is free and available to Norfolk residents, Norfolk property owners, Norfolk business owners, and those employed in Norfolk. Non-Norfolk Virginia residents can access the digital collection for an annual fee of $35.00.

Titles can be streamed immediately or downloaded to phones or tablets for offline enjoyment later. Library cardholders may check out a total of 8 items per month; eBooks and eAudiobooks can be checked out for a period of 21 days.
