- Virginia voters may cast their ballot one of the following ways:
- Early in person during early voting
- Absentee by mail during the absentee voting period
- In person on Election Day
- Early voting for the April 21, 2026 Special Election will begin on Friday, March 6th at 9:00 a.m.
- In addition to our regular early voting hours, Monday through Friday from 9:00 a.m. to 5:00 p.m., we will be open on Saturday, April 11th and April 18th from 9:00 a.m. to 5:00 p.m.
- The deadline to vote early for the April 21st Special Election is 5:00 p.m., Saturday, April 18th.
- Early voting for the November 3, 2026 General & Special Elections will begin on Friday, September 18, 2026.
- In addition to our regular early voting hours, we will be open on Saturday, October 24th and October 31, 2026 for early voting.
- Our four voter satellite locations are:
- Berkley Recreation Center, 121 W. Liberty Street
- Jordan-Newby Anchor Branch Library, 1425 Norchester Avenue
- Lambert's Point Community Center, 1251 W. 42nd Street
- Mary D. Pretlow Anchor Branch Library, 111 W. Ocean View Avenue
- Early voting hours for the November 2026 General & Special Elections at voter satellite locations are yet to be determined.
- The deadline to vote early for the November 3, 2026 General & Special Elections is 5:00 p.m. on Saturday, October 31, 2026.
- Voters may request an absentee ballot for a single election or be placed on the Permanent Absentee list to receive ballots for all future elections.
- Click here to apply online for an absentee ballot. Please indicate a political party preference to request ballots for Primary Elections.
- All polling places will offer drop boxes for absentee ballots to be returned on Election Day. You may return your voted ballot to your polling place.
- Voters may opt out of future absentee ballots by submitting the attached notice to the Registrar's office.
- The deadline to request an absentee ballot for the April 21, 2026 Special Election is 5:00 p.m. Friday, April 10th. Please note: Due to mail delivery times, we encourage voters to request and return their absentee ballot as soon as possible.
- To ensure your absentee mail ballot receives a postmark on the day you mail it, please ask a retail associate at your United States Post Office retail counter to hand-cancel it for free. Please note: USPS recommends to allow at least one (1) week for postmark and mail delivery.
- The deadline to request an absentee ballot for the November 3, 2026 General Election is 5:00 p.m., Friday, October 23, 2026. Due to mail delivery times, we recommend voters request their absentee ballot and return immediately.

- tH The dThe deadline to register for the April 21, 2026 Special Election is Tuesday, April 14th (5:00 p.m. in person and 11:59 p.m. online).
- The deadline to register for the November 3, 2026 General Election is Friday, October 23rd (5:00 p.m. in person and 11:59 p.m. online).
- Same Day voter registration with Provisional Ballot voting will be offered at the Norfolk Office of Elections and voter satellite locations beginning, Saturday October 24th at 9:00 a.m.
- Same Day voter registration with Provisional Ballot voting will be offered at all polling places on Election Day
- Voters should ensure they are at the correct precinct when completing a Same Day Registration and casting a Provisional Ballot.
- Sixteen year old citizens may pre-register to vote online through the Virginia Department of Elections' website here
- Provisional ballots are legal ballots. The Norfolk Electoral Board will review all Provisional ballots cast to determine eligibility to count. Voters must be in the correct locality and correct precinct to ensure their Provisional Ballot is counted.
