Tier Three
The Program for Improving Capacity and Capability (PICC) was launched by the City of Norfolk in 2023 to broaden the availability of a diverse field of nonprofit service providers with the ability to deliver quality social services to Norfolk residents and the capacity to compete for, and sustainably manage, grant awards while meeting compliance requirements.
This (PICC) Request for Proposals (RFP) is for organizations eligible for the Tier Three – Year Two funding opportunity as described below, as a new or renewal applicant. Please, be certain to submit only the application form which is appropriate to your organization.
Approximately $2 million in program funds are anticipated to be available during the second year of the PICC program. Annually, grants will be awarded to organizations in three different classifications (see below) through a competitive process. This, Tier Three – Year Two RFP is applicable to IRS Designated 501(c)(3) organizations, or organizations aspiring to receive their 501c3 status. Additionally, Tier Three eligible organizations are those with annual cash expenditures of less than $50,000. Your total annual expenditures will be based on your organization’s most recently filed IRS Form 990 return (where applicable).
While selected new and renewal Tier Three awardees will receive a one-year grant, the City has the option to extend the term of the grant agreement for a successive one-year term based on project performance and funding availability.
In addition to expanding the community of non-profit service providers, the primary goal of the PICC program is to advance City Council's priorities in the areas of rapid rehousing with case management, positive youth development programming, and senior focused activities. Specifically, to provide Tier Three organizations with funding to increase their capacity and capability to serve Norfolk residents. In doing so, they will be able to increase the availability of direct services for Norfolk's at-risk populations of children, families, the elderly and disabled residents, those who are impoverished and those experiencing homelessness.
Tier Three awards are generally limited to a maximum grant amount of $10,000 per eligible applicant. Applications requesting more than $10,000 will not be considered. Organizations currently approved to receive $25,000 or more in City of Norfolk general revenue grant funding are ineligible to receive PICC funds.

Yes. Whenever you want to save your application, scroll to the top of the page. There you will find two buttons, a “Save as draft” or “Save as Completed” button. Select the appropriate button to meet your needs. When you return to working on your draft application make sure you hit the “edit” button to re-open the application.
- What do I do after I complete the application?

When you are ready to submit your application for review, scroll to the top of the application. In the top – left quadrant you will see a green “submit” button. Hitting this button will submit your application for review. If you have failed to answer a mandatory question or if you failed to attach a required document, you will be unable to submit your application.
- Can I edit my application after it is submitted?

No. Once submitted, your application is locked. If an application is submitted by accident, contact a member of the PICC team for assistance.
- When is the PICC Tier 3 application due?

To be considered for funding, all PICC Year 3 Tier 3 applications must be submitted to the eCivis grant management system by 4:30 p.m. on November 07, 2025.
