Safer Communities Program

The Safer Communities Program is the City of Norfolk’s comprehensive, community-centered approach to preventing violence and strengthening neighborhood safety by addressing both immediate risks and the underlying conditions that drive harm. 

Led by the Department of Military and Community Affairs, the program integrates community violence intervention, public health, youth engagement, workforce and economic opportunity, and coordinated public safety efforts into a single, citywide strategy. 

By partnering with trusted community organizations, schools, healthcare providers, law enforcement, and residents, Safer Communities prioritizes prevention, trust-building, and long-term stability—using data, lived experience, and neighborhood-based solutions to reduce violence, support individuals and families, and build safer, healthier communities across Norfolk.
