Who is eligible to apply?
Community-based organizations with demonstrated program delivery experience and community reach in Norfolk. Grassroots, faith-based, and culturally grounded organizations are encouraged to apply.
What types of programs are eligible?
Programs aligned with Community Violence Intervention (CVI), Youth Engagement & Mentorship (YEAM), or Prevention (PREV).
How much funding is available?
Awards will range from $25,000 to $100,000.
Is an advance payment available?
Yes. Awardees may receive up to 25% of the award to initiate programming.
How are remaining funds distributed?
Funds are reimbursed monthly upon submission of invoices and program activity reports.
What is the program period?
March 1 through June 30, 2026.
How will applications be reviewed?
Applications will be reviewed through a competitive local process using scoring criteria aligned with Safer Communities priorities.
