
The City of Norfolk Department of Utilities has a Lead Service Line Replacement (LSLR) program to remove lead service lines in the water system. Construction for the first phase of the program will begin in 2026.
If you want to independently replace the side of the service line that you own, please notify us at (757) 664-6700. We are required to replace the public side of a lead service line after you notify us.
Once a lead or galvanized requiring replacement (GRR) service line is identified and verified, these four things will happen next:
- Notification: Customers with a known lead or GRR service line will be contacted directly to provide authorization to access their property.
- Scheduling: After signing an authorization form, customers will be placed in the queue for replacement. Then, Norfolk Utilities will notify customers with periodic progress and schedule updates. Customers will set the replacement appointments directly with city contractors.
- Replacement: If any portion of the service line is lead or GRR, then that portion of the line will be replaced.
- Post-Work Follow-Up: Customers will receive instructions on flushing their pipes and, if necessary, utilizing water filters.
All work is coordinated by Norfolk Utilities and provided at no cost to residents.
