Project News
The Lafayette Boulevard Comprehensive Study is progressing with valuable input from community members and partners. The project team continues to evaluate potential safety and mobility improvements along the corridor based on community feedback and technical analysis. The next phase of the study will focus on refining and prioritizing recommended improvements. A new online survey will be available soon to gather additional input from residents on which ideas should move forward first.
The next steps for this safety study are:
- Collect additional feedback and update prioritization of improvements
- Secure additional project funding
- Developed detailed design of improvements
- Project implementation
Project Information
In response to requests from the residents of Lafayette/Winona, the City of Norfolk is conducting a study of the Lafayette Boulevard corridor from E. 26th St & Leo St. to Tidewater Dr to evaluate the opportunity to improve traffic operations and safety along the corridor.

We’ve been connecting with the Lafayette-Winona, Lafayette Shores and Villa Heights communities to talk about transportation and safety along Lafayette Boulevard – what’s working, what’s not, and what could be improved. If you couldn’t make it to a meeting, you can view the information below.
February 2025 – Kickoff Meeting & Community Survey
Tuesday, February 18, 2025 | 7:00 PM – Church of the Epiphany, 1530 Lafayette Blvd
This was the first opportunity for community members to learn about the study and share their experiences. We reviewed crashed data, traffic patterns, and field observations, and launched a public survey to gather input.

October 2025 – Civic League Meeting
Tuesday, October 21, 2025 | 7:00 PM – Church of the Epiphany, 1530 Lafayette Blvd
At this meeting, we shared early recommendations based on what we’ve heard from community members so far. Topics included potential median closures, bicyclist and pedestrian safety improvements, and planning-level cost estimates.
