Residential parking in the Central Business District (CBD) is limited to qualified Norfolk residents and active service members of the United States armed forces. The CBD is located between Boush Street and Saint Paul's Boulevard, and between Brambleton Avenue and the Elizabeth River waterfront.
Returning the Agreement
Residents requesting CBD residential parking status will complete and print the fillable Monthly Vehicle Parking Rental Agreement (PDF), providing basic address and vehicle information. Submit the completed CBD application via our new site coming soon, by mail, or in person, at:
