Purpose
The purpose of the Advisory Committee is to bring together a diverse group of civic-minded individuals without prior experience in crisis management or personal connections to any organization involved in selling products and services in the emergency management sector. This is to ensure that the Team Norfolk Emergency Operations and Resilience Framework is realistic, fair, and equitable.
The Advisory Committee advises the Emergency Management Coordinator for the Office of Emergency Management by providing recommendations on all aspects of emergency management. It also ensures input on the development and revision of Team Norfolk Emergency Operations' plans and strategies, the administration and assessment of grant programs, and the development and evaluation of risk assessment methodologies.

The Team Norfolk Emergency Operations & Resilience Framework was adopted by the Council of the City of Norfolk on October 11, 2022, as the City’s Emergency Operations Plan, according to Resolution No. 1876. The vision for Norfolk is to have a community that is prepared for emergencies, hazards, and disasters, with coordinated capabilities to prevent, protect against, respond to, and recover from them in a way that balances risk with resources and needs. It is important to focus on the entire community, and not just a select group of people. To achieve this, leaders must be convened who represent the entire community, including those who do not work in the field of disaster planning daily. These leaders will ensure an equitable approach to disaster strategies, discuss current perceptions and expectations of emergency management, and provide potential strategies to increase community preparedness and resilience throughout the City of Norfolk.
