Based on the extension of the Declaration of Emergency by the Norfolk City Council in January 2023, the Board of Directors will conduct virtual meetings  until the conclusion of the current State of Emergency.  These meetings will be conducted electronically, without a quorum present in any one place, pursuant to the City of Norfolk’s Ordinance No. 47,967 and related provisions of the Freedom of Information Act.   

The meeting of the Board of Directors for the Norfolk Community Services Board (CSB) is being held by electronic communication means pursuant to specific provisions of the Virginia Freedom of Information Act, Virginia Code § 2.2-3708.2(A)(3).  The City of Norfolk has declared a Local State of Emergency pursuant to Virginia Code § 44-146.21 due to the public health danger of the novel coronavirus COVID-19 pandemic, which constitutes a disaster and emergency.  The catastrophic nature of the COVID-19 pandemic makes it impracticable or unsafe for this public body to assemble a quorum in a single location.  The purpose of this meeting is to provide for the continuity of operations of this public body or the discharge of its lawful purposes, duties, and responsibilities.  

Public notice for this meeting was given contemporaneously with the notice provided to the members in the manner required by the Virginia Freedom of Information Act.  Public notice for the resumption of virtual meetings was given on September 28th on the City of Norfolk’s CSB website.  These public meetings will be held electronically, pursuant to and in compliance with the City ordinance referenced above. The public may access these meetings beginning at 6:00 PM on the 4th Wednesday of each month, pursuant to the method set out below. Members of the public will not be allowed to comment or otherwise directly participate in the meeting -- only observe and/or listen. The Board of Directors for the Norfolk Community Services Board (Norfolk CSB) is a Policy Advisory Board. The Board is composed of a maximum of 18 BoDmembers, who must be residents of the City of Norfolk and are appointed by, and responsible to, the Norfolk City Council. The Board is representative of the community. One-third of the Board must be consumers or family members of consumers of Mental Health (MH), Substance abuse (SA), and/or Intellectual Disabilities (ID) services.

Board members are appointed to serve a three-year term and may be reappointed to consecutive second and third terms, with each term consisting of three years. After completion of three terms, an individual may be re-elected again following a 12-month wait-period. If an individual is initially appointed to the Board to fill an unexpired term from a member who is exiting the board, once that initial term ends, the replacing member may serve his/her three terms.

The officers of the Board are the Chair and Vice-Chair. Elected by the Board members, officers serve in their office for one year, and may be re-elected yearly until the completion of their final term.  Neither the Officers nor Members are compensated for their services.

Unless otherwise indicated as an announcement at the top of this page, the Board of Directors meet on the 4th Wednesday of each month at 6:00 p.m.  At the present, meeting are being held virtually using the Microsoft Teams Meeting platform.  Once the Emergency Declaration expires, the Board will return to in-person meetings. which will be conducted in the 3rd floor conference room at 7447 Central Park Business Drive, Norfolk, VA  23513. Any changes to this schedule will be posted at the top of this page as an announcement as soon as known.
